Sabine Pass Liquefaction, LLC and Sabine Pass Liquefaction Stage V, LLC | FECM Docket No. 24-27-LNG
The Office of Fossil Energy and Carbon Management gives notice of receipt of an Application filed March 1, 2024, by Sabine Pass Liquefaction, LLC and Sabine Pass Liquefaction Stage V, LLC (collectively, “Sabine Pass Stage 5 Project”), seeking long-term multi-contract authorization to export domestically produced liquefied natural gas (LNG) up to the equivalent of 899.46 billion cubic feet of natural gas per year to Free Trade Agreement (FTA) countries, and to Non-Free Trade Agreement (NFTA) countries. Sabine Pass Stage 5 Project proposes to export LNG from its proposed Stage 5 Expansion Project, to be added to the existing Sabine Pass LNG Terminal in Cameron Parish, Louisiana, to any country that has, or in the future will have, the capacity to import LNG via ocean-going carrier, with which the United States has, or in the future enters into, an FTA requiring national treatment for trade in natural gas, and/or NFTA countries, with which trade is not prohibited by U.S. law or policies. Authorization is requested for a 25-year term for the FTA authorization and a term extending through the later of (1) December 31, 2050 or (2) a 20-year term, commencing on the date of first commercial export, for the NFTA authorization. Sabine Pass Stage 5 Project requests this authorization on its behalf and as agent for other parties who hold title to the LNG at the time of export. A Federal Register Notice will be issued for the NFTA portion of this application.
