DOE/EIS-0566: Sunrise Wind Project; Outer Continental Shelf

Summary

The U.S. Department of Energy (DOE) is proposing to issue a loan guarantee to Sunrise Wind LLC to finance construction and operation of the Sunrise Wind Project on the Outer Continental Shelf (OCS), including onshore project components. The project would be approximately 18.9 statute miles (mi) south of Martha’s Vineyard, Massachusetts, and approximately 30.5 mi east of Montauk, New York, and 16.7 mi from Block Island, Rhode Island. Other components of the Project will be located on the OCS, in state waters of New York, and onshore in the Town of Brookhaven, Long Island, New York. The proposed interconnection location for the Project is the Holbrook Substation.

The Bureau of Ocean Energy Management (BOEM) issued a Final Environmental Impact Statement on December 11, 2023. DOE’s proposed action is to provide a federal loan guarantee to support construction and initial operations of the same Sunrise Wind Farm project and facilities analyzed in the BOEM Final EIS. Based on its independent evaluation, DOE has determined that the documentation satisfies DOE NEPA procedures and is adopting the 2023 BOEM Final EIS as a DOE Final EIS (DOE/EIS-0566).
