In March 2021, DOE’s Bonneville Power Administration (BPA) adopted “Mill Creek Fish Passage Project Section 408 Permissions; Walla Walla, Washington” as DOE/EA-2162. The EA was issued in April 2016 by the U.S. Army Corps of Engineers, Walla Walla District, to analyze the potential environmental impacts of proposed alterations to portions of the Corps-constructed Mill Creek flood risk management channel to improve fish passage conditions. BPA’s proposed action is to fund a nonprofit organization to oversee the fabrication of replacement in-channel concrete panels that would reduce depth and velocity barriers to migrating native fish.
