Anne Phillips, Special Advisor & Commercialization Executive
Anne Phillips is a Special Advisor and Commercialization Executive for OTT, where she is on detail from the NNSA’s Office of International Operations. As Special Advisor, Anne supports OTT’s international portfolio, including a focus on international engagement with the national laboratories and whether it can be further leveraged to spur innovation and catalyze technology commercialization.
Before coming to OTT, Anne was Energy Attaché and Director of DOE’s U.S. embassy office in Paris, supporting the Department’s broad-based bilateral interests with France. Prior to her service in France, Anne was the Associate Assistant Deputy Administrator (AADA) for Nonproliferation and Arms Control (NPAC) at NNSA. As NPAC AADA, Anne also served as acting Assistant Deputy Administrator for NPAC. Anne previously served concurrently as the acting NPAC AADA and the Director of NPAC’s Office of Nuclear Export Controls, and as Vice Chair of NNSA’s Overseas Presence Advisory Board.

Andrew Peoples, Intergovernmental Affairs Specialist
Andrew Peoples joins OTT on detail from the National Nuclear Security Administration (NNSA) to support OTT efforts including ArcticX, the Technology Transfer Working Group, and OTT’s joint projects with NNSA.
At NNSA, Andrew served as an Intergovernmental Affairs Specialist in the Office of External Affairs. His work over the past few years has focused on managing NNSA’s relationships with state and local stakeholders and serving as the primary point of contact for think tanks and the nongovernmental organization community. He previously served as a legislative analyst in NNSA’s Congressional Affairs office, where he developed legislative strategy and helped prepare the NNSA Administrator for congressional engagements.
Prior to joining NNSA, Andrew worked in state and local government roles, including a stint with the New York Governor’s federal relations office, where he focused on health and energy policy issues.

Alexandra Marusewski, Commercialization Program Manager
Alexandra Marusewski joins OTT’s Commercialization Programs Team to support initiatives including the EnergyTech University Prize, the Summer Intern Program, and the Technology Commercialization Fund.
Prior to joining OTT, Alexandra worked as an engineer for consulting firm WSP, supporting benchmarking, clean energy upgrades, metrics data management, analysis and reporting for the public and private sectors. Some of Alexandra’s projects included analyzing metrics and developing data models to determine the effects of energy and fuel consumption, predict climate warming scenarios, and determine the impact of clean energy projects. Additionally, Alexandra facilitated statewide discussions of implementing electric vehicles and charging stations in New York State.
