This EA was to evaluate the potential environmental impacts of implementing the provisions in the Energy Conservation and Production Act (ECPA) that require DOE to update the baseline Federal energy efficiency performance standards for the construction of new Federal buildings, including low-rise residential buildings. NOTE: DOE has cancelled this EA and is replacing it with EA-2020.
