The Federal Highway Administration and the Arizona Department of Transportation issued a Final EIS that evaluates the potential environmental impacts of a proposed new multi-lane freeway in the metropolitan Phoenix area. DOE's Western Area Power Administration, a cooperating agency, would move or reconfigure several transmission line towers. The Final EIS is on the Arizona DOT website.
