Lake Erie Energy Development Corporation’s Project Icebreaker, an Offshore Wind Advanced Technology Demonstration Project, Offshore Cleveland, Ohio, in Lake Erie
Pursuant to the requirements of the National Environmental Policy Act (NEPA), the U.S. Department of Energy (DOE) has published a final Environmental Assessment (EA) for Lake Erie Energy Development Corporation's Project Icebreaker, an Offshore Wind Advanced Technology Demonstration Project, Offshore Cleveland, Ohio, in Lake Erie (DOE/EA-2045). Project Icebreaker would consist of up to six (6) wind turbines in Lake Erie, approximately eight (8) miles off Cleveland, Ohio, and the necessary electrical transmission facilities (i.e. underwater and underground cable) to connect the turbines to the Cleveland Public Power Lake Road Substation.
The final EA identifies and analyzes the potential impacts to the human environment that may occur if DOE authorizes the expenditure of federal funding in support of Project Icebreaker. The U.S. Army Corps of Engineers and U.S. Coast Guard were cooperating agencies in the preparation of the final EA.
Based on the analysis presented in the final EA, DOE has determined that providing federal funding to Lake Erie Economic Development Corporation in support of Project Icebreaker would not constitute a major Federal action significantly affecting the quality of the human environment. As such, DOE has also issued a Finding of No Significant Impact (FONSI) for the proposed action. An environmental impact statement will not be prepared.
