Based on the Final EA, DOE has determined that providing a Federal loan guarantee to Cogentrix of Alamosa, LLC to support construction of the proposed high-concentrating photovoltaic energy facility in Alamosa Co, Colorado, will not have a significant affect on the human environment. The preparation of an environmental impact statement is therefore not required, and DOE has issued a Finding of No Significant Impact.
