Delta LNG and Delta Express Pipeline Project; Louisiana
Federal Energy Regulatory Commission (FERC) announced its intent to prepare an EIS that evaluates the potential environmental impacts of constructing and operating the Delta LNG and Delta Express Pipeline Project, a liquefied natural gas (LNG) export terminal in Plaquemines Parish, Louisiana, and two parallel pipelines in a single 283-mile-long right-of-way in 14 parishes in Louisiana.
In its supplemental notice of intent, FERC announced that it would analyze changes to the proposed project, including rerouting certain segments of the dual pipelines, based on landowner requests and to avoid sensitive resources identified in field surveys. In addition, the proposed location of one compressor station has been moved from its originally planned location in Lafourche Parish approximately 14 miles north to Assumption Parish.
In this second supplemental notice of intent, FERC seeks comments on additional modifications to the Delta Express Pipeline proposed by Delta LNG on January 10, 2020. Delta LNG incorporated the modifications based on comments from regulatory agencies and landowners, and detailed environmental and constructability considerations. FERC issued this notice to provide previously and newly identified landowners and other stakeholders an opportunity to comment on the project modifications.
DOE is a cooperating agency in preparing DOE/EIS-0544. DOE, Office of Fossil Energy, has an obligation under Section 3 of the Natural Gas Act to authorize the import and export of natural gas, including LNG, unless it finds that the import or export is not consistent with the public interest. (DOE's participation as a cooperating agency and assignment of a document number are not a commitment that DOE will adopt or supplement the EIS.)
