Bonneville Power Administration (BPA) issued this Mitigation Action Plan (MAP) which identifies mitigation measures applicable to the Uma-Birch Floodplain Reconnection Project (DOE/EA-2215). BPA proposes to fund the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) to enhance fish and wildlife habitat on about a 241-acre area along a one-mile stretch of the Umatilla River (between river miles 47.8 and 49.9) and along Birch Creek (river mile 0.0 to 0.7) at its confluence with the Umatilla River, near the town of Rieth, in Umatilla County, Oregon. This Mitigation Action Plan includes the integral elements and commitments made in the Environmental Assessment to mitigate potential adverse environmental effects of the proposed action.
