The draft environmental assessment (EA) has been prepared in accordance with the National Environmental Policy Act of 1969 (NEPA) (42 U.S.C. 4321 et seq.), the Council on Environmental Quality NEPA regulations (40 Code of Federal Regulations [CFR] Parts 1500–1508), and the DOE NEPA regulations (10 CFR Part 1021). DOE has also prepared a wetlands assessment concurrently with the draft EA in accordance with Title 10 of CFR part 1022, “Compliance with Floodplain and Wetlands Environmental Review Requirements”. This assessment also fulfills DOE’s responsibilities under Executive Order 11990, “Protection of Wetlands”.
