Bonneville Power Administration (BPA) prepared a Mitigation Action Plan for EA Radio System Upgrades at Willow Creek Summit and Windy Devil Annex (DOE/EA-2092) to mitigate the potential impacts of developing two communication stations in Custer County, Idaho.
