Comment on scope of supplement to DOE/EA-1967, Hills Creek-Lookout Point Transmission Line Rebuild

In 2017 Bonneville Power Administration (BPA) completed DOE/EA-1967, Hills Creek-Lookout Point Transmission Line Rebuild Project and a finding of no significant impact for the proposed rebuild of its 26-mile 115-kilovolt (kV) wood-pole Hills Creek-Lookout Point transmission line, which is generally located between Lowell and Oakridge, in Lane County, Oregon. Project implementation was delayed and in 2021 BPA identified additional related actions that would require further environmental analysis. BPA identified the potential need for installation of temporary backup generators adjacent to Lane Electric’s Oakridge Substation and invited public comment, including on potential locations for temporary generators, to inform BPA preparation of a supplemental EA.
