DOE issued final DOE/EA-1692, which analyzed the potential environmental impacts of providing a federal loan guarantee to Red River Environmental Products, LLC to support the construction and start-up of an activated carbon manufacturing facility in Red River Parish, Louisiana. The proposal included water intake lines and pump station; a wastewater outfall line; utilities (gas and electric lines); and an electric substation.
