Bonneville Power Administration (BPA) proposes to remove, replace, upgrade, and/or modify outdated equipment at Columbia Substation. BPA would perform the following tasks: replace transformer bank 1, breakers, instrument transformers, relays, station service, ground grid, perimeter and interior fence, and install new oil containment system inside and outside the perimeter fence.
