Bonneville Power Administration (BPA) proposes required maintenance at BPA's existing Bellingham Substation in Whatcom County, Washington. The proposed work would include the replacement of one 230 kilovolt (kV) power circuit breaker (PCB), one 115kV PCB, four 230kV disconnect switches, six 115kV disconnect switches, and the transformer tertiary rack.
