Bonneville Power Administration (BPA) proposes to provide funding to the Oregon Department of Fish and Wildlife to conduct routine well maintenance of existing wells and to install a replacement well located on the U.S. Fish and Wildlife Service’s (USFWS) Umatilla National Wildlife Refuge (hereinafter referred to as Refuge) in Morrow County, Oregon.
