The Topic V Program seeks to develop new tools for the evaluation of life cycle impacts of technologies that will be developed under a separate ARPA-E program, "Harnessing Emissions into Structures Taking Inputs from the Atmosphere" (HESTIA) (FOA Nos. DE-FOA-0002625 and DE-FOA-0002626), with the aim of achieving carbon negative greenhouse gas emissions.
