The South Carolina Department of Health and Environmental Control (SCDHEC) has approved the MCB ARWs (MIS-001 to MIS-011) for dismantlement and removal.  Above ground instrumentation, equipment, piping, piping/instrumentation racks, bollards, and chains will be dismantled and removed.  All conduit and cable openings on all wells should be filled with grout. It is anticipated that blind flanges and pipe plugs will be used on all well heads. Items dismantled will be made available to the Community Reuse Organization. The original strategy, as indicated in the Rev.0 EEC, called for the well internals to be removed at all eleven wells.  Additionally, the Rev. 0 EEC stated that wells MIS-001 through MIS-008 would be abandoned in-situ by grouting.  The three wells located at Bank 3 (MIS-009 to MIS-011) were to be retained (not grouted) for potential future use.  However, attempts to remove the well internals from MIS-005, MIS-008, and MIS-011 proved unsuccessful, as the well packers won't come loose.  Therefore, with SCDHEC concurrence, the strategy changed to in-situ abandonment by grouting the internals (air lines to the packer, aerators, and air lift pump) at all eleven wells. The purpose of the Revision 1 EEC is to document this change in strategy.  Therefore, a program plan was developed for the abandonment of MIS-009 to MIS-011 and the Field Change Request was revised to remove the requirement for a layup plan.
