The proposed action relocates the Power Management laydown yard at the Scoville substation to CFA. The proximity of overhead power lines presents safety issues when moving large equipment and structures such as power poles. Moving the laydown yard address these safety issues, and the location is closer to other Power Management facilities providing logistical benefits.
