FAST Reporting
Find information about reporting EVSE installations and electricity consumption from EVs on the FAST Fueling Center and EVSE Reporting web page.
Agencies are required to report electric vehicle supply equipment (EVSE) installations and electricity consumption from electric vehicles (EV) in the Federal Automotive Statistical Tool (FAST).
Electricity Measurement and Reporting Best Practices
Federal agencies must accurately measure and report electricity used to charge zero emission vehicles (ZEVs) at EVSE installed at federal facilities.
Measuring and Reporting ZEV Charging at the Vehicle Level
The Federal Energy Management Program (FEMP) offers best practices for measuring ZEV electricity use at agency facilities and off-site locations. These are best practices for vehicle-level fuel reporting in FAST.

Measuring and Reporting ZEV Charging at the Building Level
FEMP offers best practices for measuring EVSE electricity use at federal buildings and collecting the electricity used to charge both government-owned fleet vehicles and privately owned vehicles (POVs).

Estimating Electricity Consumption
There are multiple ways to measure and report electricity use in EVs, including metering EVSE, using telematics data, and estimating electricity consumption. For the latter method, FEMP developed the Estimating Electricity Consumption in Federal Electric Vehicles Calculator, which includes calculations for battery electric vehicles, plug-in hybrid electric vehicles, and low-speed electric vehicles.
