This report provides the more detailed results of an inspection of environment, safety, and health management at the Department of Energy's (DOE) Oak Ridge Operations Office and East Tennessee Technology Park. The inspection was conducted in April and May 2003 by the DOE Office of Independent Oversight and Performance Assurance. The inspection also included an evaluation of the emergency management program at the site, the results of which are provided in a Volume II to this report. The overall results from the inspection are provided in a separate summary report.
