Tanisha Parker is the Chief Operating Officer and Deputy Director for Operations for the Office of Technology Transitions (OTT). Tanisha is responsible for the planning and executing resource management activities for OTT's human resources, finance and budget, contracts acquisition management, security technology, and administrative operations.

She has been with the U.S. Department of Energy (DOE) for 19 years. She has served in various leadership positions at DOE, most recently as the lead staffer managing the workforce management efforts and hiring under the Bipartisan Infrastructure Law for the Office of the Under Secretary for Infrastructure. Prior to that role, she served as the Deputy Director for Resource Management in the Office of Small & Disadvantaged Business Utilization (OSDBU).

Tanisha previously served as the Acting Director of the Workforce Management Office in the Office of Energy Efficiency and Renewable Energy (EERE), where she oversaw the staff that managed Human Resources and Operations for EERE’s 600+ employees. She also served for eight years as Chief of Staff in the Chief Financial Officer’s Budget Office and six years as a Legislative Affairs Specialist in Congressional Affairs at DOE. Prior to joining DOE, Tanisha worked in the Office of Congressional Affairs at the U.S. State Department and in the U.S. Department of Health and Human Services Legislative Affairs office reauthorizing the Violence Against Women Act.

Additionally, Tanisha worked as a lobbyist in the private sector working with Congressional Members, medical organizations, and federal partners at the National Institutes of Health, Centers for Disease Prevention and Control, and the Food and Drug Administration to advocate for federal funding and to develop policies and legislation to prevent, treat, and combat local, national, and global infectious diseases.

Tanisha received a Women’s Leadership Certification from Cornell University and Executive Leadership Certification from the United States Graduate School. She studied Biblical Theology at the Lancaster Bible College and is an author, speaker, certified life coach, and community advocate for the Elimination of Poverty.

Tanisha is the proud mother of two young adults.
