Carolina Villacis

Carolina Villacis is a Commercialization Program Manager for the U.S. Department of Energy (DOE) Office of Technology Transitions (OTT). In this position, she works with DOE program offices, national laboratories, and other stakeholders to develop and manage innovating funding programs to bring impactful energy technologies to market. 

Carolina previously served as a water resources engineer for the global consulting firm Arcadis where she acted as a consultant for public and private utilities, mainly in the water and power sectors. Her work included a range of projects such as designing an emergency land mobile radio network, automating workstreams to improve utility efficiency, and preparing risk and resilience assessments for the largest municipal utility in the U.S. 

Carolina has experience in water, air, and waste compliance; and technical experience in areas including demand forecasting, water supply analysis, pilot testing and Global Information Systems. Before her time at Arcadis, she served as an environmental consultant at NV5 (previously Alta Environmental) and as a project management Intern at the Long Beach Water Department in California.

Carolina earned her Master’s of Science degree in Public Policy and Public Administration at the London School of Economics and Political Science and her Bachelor of Science degree in Environmental Science with a concentration in Environmental Engineering from University of California, Los Angeles. In her free time, she enjoys traveling, running, reading, cheering on the Oakland A’s, and spending time with her husband and moody cat.
