February 14, 2022As the Office of Technology Transitions (OTT) continues to grow and expand our efforts to bring innovative, clean technologies to market, we need top talent to help us execute both long-term and immediate goals for the Department of Energy (DOE) and the Biden Administration. In this transformational and exciting time, we are thrilled to welcome several new team members to OTT.
Margaux Murali, Special Projects Advisor
Margaux Murali focuses on special projects for the Director of OTT. Her work includes a white paper on incentivizing commercialization at the national laboratories and activating place-based innovation within the national laboratory complex.
Though she is new to OTT, Margaux joined DOE in 2015, and has held other critical roles in the Department. Margaux previously served as an analyst in DOE’s Office of Intelligence where she focused on energy security issues in Asia. She also worked as a Policy Advisor in DOE’s Office of International Affairs where she managed US-China and US-Indonesia energy cooperation programs and provided policy guidance on strategic energy engagement in the Indo-Pacific region.
Mike Owens, Market Analyst
Mike Owens spent the last 15 years of his career focused on finding and implementing technology solutions to global climate change. Before joining OTT, Mike worked for eight years supporting the Department of Defense's installation efficiency and resilience strategy and has a deep understanding of the biofuel and bioenergy technology platforms.
Mike has also worked in several cleantech startups focused on new technologies and solutions for clean energy adoption.
Lucia Tian, Senior Advisor to the Chief Commercialization Officer
Lucia Tian serves as a Senior Advisor to the Chief Commercialization Officer. She brings deep experience in public sector strategy and operations, and expertise in building and leading data & analytics functions across public, private, and non-profit organizations.
Prior to joining OTT, Lucia served as the first Chief Analytics Officer at the American Civil Liberties Union (ACLU), bringing quantitative evidence to the courtroom on voting rights, immigration, and criminal justice, shaping the organization’s voter and supporter engagement, and informing data and AI policies.
Lucia was formerly part of McKinsey & Company’s Washington, D.C. office, where she worked with leaders in federal, state, and local government clients across defense, transportation, revenue, and infrastructure on their most pressing strategic and operational challenges.
