The U.S. Small Business Administration (SBA) Annual Scorecard is an assessment tool to:
- Measure how well Federal agencies reach their small business and socio-economic prime contracting and subcontracting goals;
- Provide accurate and transparent contracting data; and
- Report agency-specific progress.
The prime and subcontracting component goals include goals for small businesses, small businesses owned by women, small disadvantaged businesses, service-disabled veteran-owned small businesses, and small businesses located in Historically Underutilized Business Zones (HUBZones).
Every year, the SBA works with each agency to set their prime and subcontracting goals and their grades are based on the agreed upon goals. Each Federal agency has a different small business contracting goal, negotiated annually in consultation with the SBA. The SBA ensures that all the goals meet the 23 percent target for the Federal government as well as the socio-economic goals established by statute.

Based on the achievement of the goals, the SBA grades agencies every year on performance against the goals assigned. Each agency’s overall grade will show a (an):
- A+ for agencies that meet or exceed 120% of their goals;
- A for those between 100–119%;
- B for 90–99%;
- C for 80–89%;
- D for 70–79%; and
- F for less than 70%.
