Personnel Security Hearing (PSH)

Access Authorization Granted; Guideline G (Alcohol Consumption), Guideline H (Drug Involvement and Substance Misuse), Guideline I (Psychological Conditions), Bond Amendment

On June 16, 2023, an Administrative Judge found that an Individual's security clearance should be granted. The Individual had been arrested and charged with DUI in 2019 and had used cocaine once in 2021. A DOE-contractor Psychologist diagnosed the Individual with an Alcohol Use Disorder. At the hearing, the Psychologist testified that he had mistakenly stated that the Individual had a Guideline I psychological condition when, in fact, he did not. The security concerns under Guideline I were dismissed. The Individual presented evidence that he had been abstaining from alcohol for many months and that he had complied with the Psychologist's treatment recommendations. The Psychologist testified that the Individual was rehabilitated from his alcohol use disorder and had a good prognosis. The Administrative Judge found that the security concerns about the Individual's alcohol consumption and substance abuse were resolved and, therefore the Individual's security clearance should be granted.
