An OHA Administrative Judge (AJ) granted an individual's request for a security clearance. The individual had been diagnosed with Bipolar Disorder. A DOE consultant psychologist testified at the hearing that the individual has responded to treatment and been in full remission for five years. The individual understands his disorder and is committed to maintain his treatment, has a strong support system in place, and is being monitored by a mental health professional. The psychologist further noted that the individual, and his family, have been educated to recognize the warning signs that would precede another episode and have a plan to respond to those early warning signs. The psychologist testified that the individual's prognosis was favorable.
Based upon the testimony of the individual, his mother, his fiancé, his twin sister and the psychologist, the AJ found that the individual has mitigated the security concerns arising from his Bipolar Disorder, and was therefore an acceptable risk. (Steven L. Fine).
