An OHA Administrative Judge (AJ) granted an individual's request for a security clearance. The individual had been diagnosed with Bipolar Disorder after experiencing a severe manic episode. Two DOE consultant psychologists testified at the hearing. Both psychologists agreed that the individual has responded to treatment and been in full remission for 21 months. Both psychologists testified that the individual fully understands his disorder and is committed to maintain his treatment. They noted that the Individual has a strong support system in place, and that the individual is being well-monitored by mental health professionals. The psychologists further noted that the individual, and his family, have been educated to recognize the warning signs that would precede another manic episode and have a plan to respond to those early warning signs. Both psychologists testified that the individual's prognosis was very favorable.

Based upon the testimony of the individual, his father, and the two psychologists, the AJ found that the individual has mitigated the security concerns arising from his Bipolar Disorder, and was therefore an acceptable risk. (Steven L. Fine).
