PSH-17-0009 - In the Matter of Personnel Security Hearing
Office of Hearings and Appeals
June 2, 2017On June 2, 2017, an Administrative Judge (AJ) issued a decision in which she concluded that an individual’s access authorization should be restored. In reaching this determination, the AJ found that the individual had resolved security concerns under Guidelines G and I of the Revised Adjudicative Guidelines for Determining Eligibility for Access to Classified Information. Under Guidelines G and I, which relate to alcohol consumption and psychological conditions, the AJ concluded that the individual had achieved adequate evidence of rehabilitation from his alcohol dependence. The AJ found that the individual had established a pattern of abstinence, had successfully completed an outpatient alcohol treatment program and had received a favorable prognosis by the DOE consultant psychiatrist who opined that the individual’s alcohol condition has a low probability of recurrence. Consequently, the AJ found that the individual’s security clearance should be restored. OHA Case No. PSH-17-0009 (Kimberly Jenkins-Chapman - Administrative Judge)
