This report provides the results of an inspection of the environment, safety, and health programs at the Department of Energy's (DOE) Y-12 National Security Complex. The inspection was conducted during August and September 2005 by the DOE Office of Independent Oversight and Performance Assurance's Office of Environment, Safety and Health Evaluations, within the Office of Security and Safety Performance Assurance. A second volume of this report provides more detailed results of the inspection in four technical appendices.
