PHMSA would apply DOE’s categorical exclusion B5.4 to the repair or replacement of pipelines associated with the Natural Gas Distribution Infrastructure Safety and Modernization (NGDISM) Grant Program. In addition, PHMSA may also use the categorical exclusion for similar repair and replacement of pipelines that are funded or approved under other programs, where appropriate.
