Bonneville Power Administration (BPA) proposes to upgrade the Grand Coulee – Niles Corner section of the 115 kV Grand Coulee – Foster Creek No. 1 line to mitigate thermal overloads during peak summer outage conditions. The upgrade would require that nine impairments be remedied.
