Through this final rule the Department of Energy will delay by 90 days the effective date of the recently published rule establishing 10 CFR Part 1061. Rulemakings that are strictly procedural are categorically excluded from further NEPA review pursuant to DOE categorical exclusion A6. DOE has determined that the rule delaying the effective date is strictly procedural.
