DOE’s National Energy Technology Laboratory (NETL) prepared DOE/EA-2128, which analyzes the potential environmental impacts of partially funding the proposed Large-Pilot Testing Facility Project at the City Water, Light and Power Facility, an existing coal-fired power plant in Springfield, Illinois.
