CX-019164: Replace HB-Line McQuay Chiller Number 2

The current chiller is worn and unsuited for outside operation. This Modification Traveler will be used to address the issues of reliability brought about by the unit's age, e.g., wall thinning and deposits of dirt and similar materials in the cooling water piping.
