The existing Automated Fuel Management System is so antiquated that it can not be efficiently maintained because spare parts do not exist and the manufacturer has suspended technical support. Therefore, this system requires replacement to maintain the tracking and accountability of fuel assets required by the customer (Department of Energy and General Services Administration).
