DOE issued a final EA that analyzed the potential environmental impacts of constructing and operating an underground water line to connect the Rocky Mountain Oilfield Testing Center (RMOTC) site, within the Naval Petroleum Reserve No. 3 (NPR-3), to an existing potable water line that runs between Casper and Midwest, Wyoming. Based on DOE/EA-1604, DOE issued a finding of no significant impact.
