Request for Qualifications Selections
On March 1, 2024, the U.S. Department of Energy (DOE) issued a request for qualifications (RFQ) to identify and evaluate qualified clean energy developers interested in leasing land on the Department’s 890-square-mile Idaho National Laboratory (INL) site for commercial clean energy projects.

DOE selected two qualified solar energy developers to enter into lease negotiations for carbon pollution-free electricity generation projects.
NorthRenew Energy Partners LLC and Spitfire LLC will have the opportunity to negotiate a land lease at the INL site to deploy hundreds of new megawatts (MW) of carbon-free electricity to the grid.
- NorthRenew Energy Partners LLC proposes to install photovoltaics along with battery storage to produce more than 300 MW of carbon-free electricity on approximately 2,000 acres of land at the INL site.
- Spitfire LLC proposes to install photovoltaics along with battery storage that would be connected to the grid to produce 100 MW of carbon-free electricity on approximately 500 acres of land at the INL site.
Response to Comments
Prior to the RFQ, DOE issued a request for information (RFI) to identify industry partners interested in developing commercial clean energy projects on DOE’s INL site. The RFI was also open for Tribal, public, and stakeholder comment. Over 20 responses from clean energy developers were received. The responses and comments helped inform the RFQ.
