As part of President Biden’s Investing in America Agenda, DOE is investing over $1.8 billion from the Inflation Reduction Act to support the conversion of 13 shuttered or at-risk auto manufacturing and assembly facilities across ten states—Michigan, Ohio, Pennsylvania, Georgia, Illinois, Indiana, Maryland, Virginia, South Carolina, and Washington—to manufacture electric vehicles and their supply chain.
The Domestic Automotive Manufacturing Conversion Grants program helps ensure that the U.S. continues to lead the world in auto manufacturing, led by the communities and workers who know this business best. The selectees will negotiate for awards to enable them to manufacture vehicles and products covering a broad range of the automotive supply chain, including parts for electric motorcycles and school buses, hybrid powertrains, heavy-duty commercial truck batteries, and electric vehicles. This program also supports the Biden-Harris Administration’s efforts to strengthen domestic supply chains and national security, support American workers, and bolster America’s global leadership in manufacturing.
In addition, DOE is partnering with five states with significant automotive workforces to help small- and medium-sized suppliers invest in updating and upgrading facilities to serve growing vehicle markets. States will use a variety of approaches to make these awards to eligible facilities. DOE and States will each provide funds to support projects that will bolster local manufacturing capacity and strengthen vehicle supply chains. The states and the lead organizations partnering with DOE are:

- Indiana: $10,793,685 - Indiana Economic Development Corporation
- Kentucky: $6,001,534 - Kentucky Cabinet for Economic Development
- Tennessee: $5,555,067 - Tennessee Department of Environment and Conservation
- Illinois: $4,996,639 - Illinois Department of Commerce and Economic Opportunity
The selection for award negotiations is not a commitment by DOE to issue an award or provide funding. Before funding is issued, DOE and the applicants will undergo a negotiation process, and DOE may cancel negotiations and rescind the selection for any reason during that time.
