What is the purpose of this FAL?

The purpose of this FAL is to provide information and guidance regarding the Department of Energy’s (DOE or Department) Implementation of Consolidated Appropriations Act, 2024, Division D (Energy and Water Development and Related Agencies Appropriations Act, 2024), Title III and Title V of Pub. L. No. 118-42; and Division B (Financial Services and General Government Appropriations Act, 2024), Title VII of Pub. L. No. 118-47. The Congressional Notification requirements of Pub. L. No. 118-42, Division D, Title III, Section 301(b), will be addressed in a separate Acquisition Letter/Financial Assistance Letter.
