Rebecca Limmer serves as Chief Counsel to the Loan Programs Office, leading the LPO Legal team and providing legal advice, counsel, and analysis to the Secretary and Loan Programs Office. Prior to joining LPO, Ms. Limmer was the Deputy Assistant General Counsel for Energy Delivery and Resilience in DOE’s Office of General Counsel. Ms. Limmer has an extensive background in energy sector project development, finance, and policy matters having had senior legal roles in the private sector, including Winston & Strawn, Norton Rose Fulbright, and First Solar, Inc.
Ms. Limmer earned a J.D. from the University of Virginia School of Law and a B.S. in Business from Washington and Lee University.
