Martin Toulouse joined the Loan Programs Office at the Department of Energy in November 2022 as the Deputy Chief Counsel, after nearly 25 years in private practice.
Mr. Toulouse had been a partner at Baker Botts L.L.P. in New York, focusing on complex financing transactions in the energy and infrastructure sectors. He began his career at Shearman & Sterling, LLP, with postings in New York, Tokyo and London, and was previously a law clerk for Justice Charles D. Gonthier of the Supreme Court of Canada.
Mr. Toulouse holds an LL.M. degree from the University of California, Berkeley, joint B.C.L. and LL.B. degrees from the Faculty of Law at McGill University, and a masters in law from Université Paris II – Panthéon-Assas.
