Mark Higgins is the Deputy Director of the Technical and Environmental Division (TED) for the Department of Energy’s Loan Programs Office (LPO). In this role, he is responsible for providing technical direction and assistance to staff on loan applications, and for providing technical monitoring oversight for the LPO’s $30 Billion portfolio of clean energy projects. The LPO includes innovative projects and applications in renewable energy, energy efficiency, advanced technology and vehicle manufacturing, carbon management, nuclear and transmission infrastructure.

Mr. Higgins has over 30 years of technical, leadership and management experience, serving in various positions in both government and private industry. Prior to joining LPO, Mr. Higgins had various senior level positions in the Wind and Water Power Programs at DOE including Director (Acting), Deputy Director and Chief Engineer. In the private sector he was a Business Unit Director and Senior Engineering Manager for PerkinElmer Fluid Sciences Aerospace and Engineered Products Division. He started his career as a contactor to the U.S. Navy at the Naval Surface Warfare Center in White Oak, MD.

Mr. Higgins holds a BS in Mechanical Engineering and an MS in Mechanical Engineering, with a focus on Advanced Design and Manufacturing, from the University of Maryland, College Park.
