Dr. Sholhead is the Director of the Management Operations Division at the Department of Energy’s Loan Programs Office (LPO), leading a team of government and contractor personnel overseeing all management operations, to include, strategic planning, resource management, human resources, financial management, budget formulation and execution, information systems and technology, enterprise risk management, internal controls, and contracting operations.
Prior to joining LPO, Dr. Sholhead was the Deputy Chief Financial Officer at the Department of Agriculture, Farm Production and Conservation (FPAC) for the United States Department of Agriculture (USDA), where he was responsible for managing all FPAC financial operations, four divisions, and a $35 billion budget.
Dr. Sholhead has also held many other leadership positions within the Federal Government, including serving as the Chief of the Working Capital Fund at the Department of Commerce, Census Bureau, where he provided expert-level oversight managing the Department of Commerce, Census Bureau $1.5 billion working capital fund budget operations, which includes planning, formulating, executing, implementing controls, and conducting periodic formal reviews to validate funds ae being utilized efficiently and effectively.
Dr. Sholhead was also the Chief of the Working Capital Fund at the Department of the Interior (DOI); Staff Director for Cash Management Operations in the Office of the Chief Financial Officer at the National Science Foundation; the Director for Budget and Financial Operations, National Background Investigative Services at the U.S. Office of Personnel Management; and Chief Financial Officer for the Office of Health Affairs at the U.S. Department of Homeland Security.
Dr. Sholhead is a native of Pittsburgh PA, and completed a Bachelor’s Degree in Communications from Bethany College, WV; a Master’s Degree in Business Administration from St. Ambrose University, IA; and a Doctorate in Public Administration from Nova Southeastern University, FL.
