The Inhalation Toxicology Laboratory site (MED/AEC Legacy Site) was a research facility originally created by the Atomic Energy Commission, a predecessor agency of U.S. Department of Energy (DOE), to study respiratory health issues. In 1996, as a result of decreasing DOE funding for the type of work conducted at the laboratory, DOE awarded a Cooperative Agreement to the Lovelace Respiratory Research Institute (Lovelace) to assist them with converting the facility into a private-sector operation. Lovelace conducted remedial action in the early 1990s and completed cleanup at several sites in 1997. Property transfer legislation passed on March 30, 2009, resulted in the transfer of Albuquerque property title from DOE to Lovelace. The legislation releases DOE from all environmental liability at the Albuquerque site, including contamination from past, present, or future activities.
