On August 29, 2023, the Grid Deployment Office (GDO) announced a funding opportunity of up to $300 million in grants for states, tribes, and local governments to accelerate and strengthen electric transmission siting and permitting processes and promote economic growth through the Transmission Siting and Economic Development (TSED) program. This new initiative is designed to overcome challenges to expanding transmission capacity while also supporting communities along major new and upgraded lines. Today, GDO announced that the deadline for concept papers has been extended to November 17, 2023, at 5 pm EST. The deadline for full applications remains April 5, 2024.
GDO also announced today that two additional application phases will be held in Summer 2024 and Fall 2025. DOE intends to accept a second round of concept papers in August 2024, with full applications due winter 2024-2025, and a third round of concept papers in fall 2025, full applications due winter 2025-2026.
Supported by President Biden’s Inflation Reduction Act and administered by GDO, the TSED grant program supports state, local, and tribal siting and permitting activities as part of broader Biden-Harris Administration efforts to advance transmission buildout, including by streamlining federal reviews of transmission projects and investing in a wide range of grid upgrades that will help lower electricity costs, strengthen reliability, and reduce climate pollution. The TSED program also supports economic development activities in local communities.
