Norman Lamps: Order (2024-SE-57011)

DOE found that Norman Lamps brand general service lamps model(s) PFA90PAR38/HAL/FL30, 60BT15/HAL/CL, AND PFA-60ETC failed to comply with energy conservation standards.

DOE ordered Norman Lamps, Inc. (“Norman”) to pay a $18,002 civil penalty after Norman had manufactured and distributed in commerce in the U.S. multiple units of the noncompliant Norman brand general service lamps models PFA-90PAR38/HAL/FL30, 60BT15/HAL/CL, and PFA-60ETC. The Order adopted a Settlement Agreement, which reflected settlement terms between DOE and Norman.


On April 30, 2024, DOE issued a Notice of Noncompliance Determination to Norman finding that the Norman brand general service lamps which includes models PFA-90PAR38/HAL/FL30, 60BT15/HAL/CL, and PFA-60ETC do not comply with applicable energy/water conservation standards based on that the basic models did not meet the minimum efficacy standard of45 lm/W. Norman provided DOE records showing the number of units Norman distributed. Federal law subjects manufacturers and private labelers to civil penalties if those parties distribute in the U.S. products that do not meet applicable energy conservation standards.
