DOE found that Light Bulbs International general service lamps model Sylvania Incandescent A21 3-Way Bulb failed to comply with energy conservation standards.

DOE ordered Light Bulbs International (“Light Bulbs”) to pay a $36,000 civil penalty after Light Bulbs had manufactured and distributed in commerce in the U.S. multiple units of the noncompliant general service lamp brand Sylvania Incandescent A21 3-Way Bulb. The Order adopted a Settlement Agreement, which reflected settlement terms between DOE and Light Bulbs.
On June 3, 2024, DOE issued a Notice of Noncompliance Determination to Light Bulbs finding that the basic model Sylvania Incandescent A21 3-Way Bulb does not comply with applicable energy conservation standards based on does not meet a minimum efficacy standard of 45 lumens per watt (“lm/W”). Light Bulbs provided DOE records showing the number of units Light Bulbs distributed. Federal law subjects manufacturers and private labelers to civil penalties if those parties distribute in the U.S. products that do not meet applicable energy conservation standards.
