DOE found that various FHP small commercial package air conditioning and heating pumps, specially water source heat pumps failed to comply with energy conservation standards.

DOE ordered FHP Manufacturing Company to pay a $328,500 civil penalty after FHP had manufactured and distributed in commerce in the U.S. multiple units of noncompliant basic models of small commercial package air conditioning and heating pumps, specially water source heat pumps.  The Order adopted a Compromise Agreement, which reflected settlement terms between DOE and FHP. 

On April 20, 2020, DOE issued a Notice of Noncompliance Determination to FHP finding that various basic models of water source heat pumps do not comply with applicable energy conservation standards. FHP provided DOE records showing the number of units FHP distributed.
